In line with the Administrative Order No. 25 on accountability and good governance among government offices and agencies and Executive Order No. 80 on the adoption of a performance –based incentive system for government employees, Dr. Luis M. Sorolla, Jr. is happy to announce that Western Visayas College of Science and Technology obtained high ratings on its Major Final Outputs Accountability Report Card or MARC for Fiscal Year 2012 as rated by Inter Agency Task Force. Likewise, the College President commended the Local Committee for PBB document preparation headed by VP for Admin and Finance Dr. Nehema K. Misola, Director of Planning and Development Dr. Gabriel M. Salistre, Jr., Ms. Florence Cabunducan and other WVCST Staff for complying with the desired documents and for verification by the Civil Service Commission and the Department of Budget and Management.

WVCST was able to comply to the requirements of the unified and integrated RBPMS (Results-Based Performance Management System) and was able to get high ratings in the MFO Accountability Report Card. With these, the College qualified for the Performance-Based Incentive System for government employees or also called as PBB (EO No. 80). Based on MARC-1, WVCST garnered more than 100% rating in almost all categories with the percentage of FTE’s in mandated priority programs under Advanced and Higher Education Service as the highest rating of 500%. The College is one of the 6 SUC’s in the whole country to receive such incentive as of February 1, 2013.

The PBB is characterized as a system of ranking units and personnel within an organization according to their performance on the Department’s Major Final Outputs, Commitment to the President which are supportive of the priorities under EO 43 and Good Governance conditions to be determined by IATF under AO 25.
